Organization Description IBA - Inquilinos Boricuas en Acción is a dynamic community development corporation in Boston’s South End neighborhood formed in 1968. IBA’s mission is to empower and engage individuals and families to improve their lives through high-quality affordable housing, education, and arts programs. The current strategic plan, for the period beginning in 2017, identifies Human Resources as a priority. In particular, IBA seeks to be one of the best places to work in Boston, with employees fully engaged in positions where they can best contribute to the organization’s mission. IBA is in search of an experienced Human Resources professional to lead the effort that will bring this vision to fruition.

The Strategic Plan describes a community that is inclusive and welcoming, a place that embraces and respects diversity. The vision includes a place where residents (and staff) demonstrate their leadership through a shared sense of ownership. As part of the Leadership Team, the HR director will develop and implement systems, policies and ways of working in support of an organizational culture that is consistent with this vision and the organizational mission.

Essential Job Functions:

  • Work collaboratively with the Leadership Team, act as a strategic thought leader; develop an explicit human resources philosophy that reflects organizational mission and values;
  • Manage all human resources functions in a manner that is aligned with that philosophy, including recruitment, hiring, onboarding, compensation, benefits, professional development, employee relations and compliance;
  • Design, implement and communicate values-aligned policies and practices;
  • Develop and implement recruitment plans to meet staffing needs; work with hiring managers to ensure vacancies are filled with highly qualified staff;
  • Onboard new employees, ensuring that staff have the information and tools they need to get up to speed quickly;
  • Ensure that IBA maintains a rich set of benefits that meet evolving staff needs;
  • Develop and implement a compensation structure that is both internally equitable and competitive in the market;
  • Work with managers and supervisors to maintain current and accurate job descriptions;
  • Ensure that performance reviews are conducted consistently and that they support professional growth and development as well as excellence;
  • Provide employee relations coaching and support to supervisors and staff; oversee performance and disciplinary issues;
  • Lead the planning and coordination of employee appreciation and recognition activities;
  • Ensure IBA’s compliance with employment regulations;
  • Maintain paper and electronic employee records; generate offer letters, COBRA documentation and other forms of official correspondence;
  • In close collaboration with finance staff ensure that payroll is accurately administered on a bi-weekly basis;
  • Communicate regularly about human resources and other matters that impact organizational culture and morale.


  • At least eight years nonprofit HR experience with specific experience in employee relations, recruitment, performance management, creating and implementing policies, benefits including strong management and supervision;
  • Experience in a nonprofit senior leadership role;
  • Ability to connect with many types of people, strong interpersonal and communication skills;
  • Ability to be transparent, supportive, collaborative and diplomatic in relationship with staff at all levels;
  • Proven customer service orientation;
  • Demonstrated expertise in employment regulations and compliance issues;
  • Sophisticated problem solving and analytical skills;
  • Dedication to the work of community serving organizations;
  • Bilingual in Spanish and English.
